I've heard of japanese hotels
where one sleeps in a coffin, like count dracula ...
But sleeping on the 'divider'
I thought that was an Indian or North African thing. Guess every trend & fashion catches on in Japan
Even sleeping in the middle of the road.
Or is rush hour so busy, he just fell asleep waiting to cross the road?
Hehe. He literally drank himself to sleep. Its quite common here. Long night of partying. Don't wake up in the morning.

So like the cops don't pick them up or anything? They just let them sleep there?
It is a bit mad!
But they are allowed to pretty much sleep anywhere. Japanese peeps are so sleep deprived that you literally see them sleeping everywhere. The police, restaurant staff etc don't bother them at all. People sleep at work, in restaurants, on the train, on the street, pretty much anywhere and everywhere.
